City leaders and the property’s owner have agreed in concept to a land-use plan for the 121-acre Dana Point Headlands development, but City Councilman Harold R. Kaufman warns that the deal is far from done. Public hearings on the 125-unit development that will be built on 121 acres near the Dana Point Promontory could begin by spring, but the process will likely take several years to complete, Kaufman said.
