LAGUNA BEACH
The City Council unanimously approved an agreement late Tuesday night on how to develop the beachfront property known as Treasure Island. But the community groups that had gathered signatures calling for a referendum on the issue said they would not support the agreement and will urge voters to turn it down in an April 27 special election.
Council members Paul Freeman and Wayne Peterson said significant changes have been made to the original plans for the luxury resort on the site of the former trailer park. Among the modifications: reducing the number of homes from 18 to 17 and increasing the public parkland.
But Ann Christoph of the South Laguna Civic Assn. spoke out against the inclusion of any homes and said the changes the council members reached were not that different from the changes developers proposed in December.
