Protections for Internal LAPD Complaints OKd

The City Council Tuesday approved an ordinance intended to prohibit retaliation against LAPD officers who cooperate with the Police Commission’s inspector general and guaranteeing confidentiality for investigations.

Inspector General Dierdre Hill acknowledged that there are state laws that might require the disclosure of the identity of those who file complaints or cooperate with the inspector general, but she supported the policy.

“It’s a very positive direction, but it’s not a panacea,” Hill told the council.

She also noted that officers accused of wrongdoing have a right at the end of an investigation to get access to the final report, an issue she said will be considered by the Police Commission.

Assistant City Atty. Fred Merkin said the Police Department and Police Commission already prohibit retaliation and call for confidentiality, but he said the council ordinance will create a foundation of policy that cannot be altered by future chiefs and commissions.
