LAGUNA NIGUEL
The City Council voted Tuesday to upgrade the telephone system at City Hall. New services within the city and additional personnel will be added to the new $8,000 system. Instead of dialing different numbers for the senior center or City Hall, for instance, one number will access both departments, officials said.
