The City Council has allocated more than $1.9 million in surplus funds to various projects that were over budget and to some community requests. The surplus resulted from the city’s stringent hiring policy and other projects falling below cost.

The bulk of the money--about $1.3 million--went toward street repairs and park development. Costa Mesa Library Foundation President Sandy Genis asked that $30,000 to $60,000 be allocated for a library needs assessment. The council approved allocating $45,000 on the condition that the city be responsible for issuing the requests for proposals and administering the contract.

The council also voted 3 to 2 to spend more than $150,000 to renovate the Bark Park at TeWinkle Memorial Park. Another community request granted was for a $45,000 computerized graffiti-removal machine. The city also budgeted money for projects that require additional funding, including the skateboard park and the downtown community center.
