LAPD Trauma Kits

The LAPD recently provided 10,000 first-aid kits to provide immediate help for gunshot victims. Your Feb. 18 article said they were for use when police officers were shot. Are LAPD officers trained and willing to use the kits to save the lives of civilians? How about a suspect shot by the LAPD? What if the first aid is rendered in a negligent manner, making the situation worse? What happens when a kit stays in the trunk while a civilian bleeds to death?
