By a 4 to 1 vote, the City Council recently approved a $15.43-million budget for fiscal year 1999-2000. Councilman Harold Kaufman voted against the budget, saying that he is opposed to a $100 monthly gas allowance for council members. Police and code enforcement spending is up for next year. Although park spending will go down as a whole because of decreased maintenance costs, about $10,000 will be added for new park personnel. Information: (949) 248-9890.
