The City Council last week approved plans for the Marblehead Coastal Promenade, a 700,740-square-foot commercial development. The plan calls for a factory outlet center, a movie theater-restaurant complex and a shopping center. Residents opposed to the development filed a 5,100-signature petition calling for a special election on the issue, but city officials disqualified it because of technical errors.
