SAN CLEMENTE
The City Council last week approved plans for the Marblehead Coastal Promenade, a 700,740-square-foot commercial development. The plan calls for a factory outlet center, a movie theater-restaurant complex and a shopping center. Residents opposed to the development filed a 5,100-signature petition calling for a special election on the issue, but city officials disqualified it because of technical errors. Officials expect the center to boost the city’s economy and generate $2.3 million in annual tax revenue. Information: (949) 361-8200.
