The City Council decided Tuesday to put the public’s voice before its own, moving staff reports and council comments to the end of meetings. The rearrangement of agendas passed 4 to 1 over the objections of Councilman Harold Kaufman. Kaufman said moving council comments could result in a stifling of ideas, since items cannot be voted on after 11 p.m. without a four-fifths approval of the council. Mayor Pro Tem Ingrid McGuire said moving the council comments to the end of the meeting would force the council to be more timely and efficient. Information: (949) 248-9890.
