The City Council decided Tuesday to put the public’s voice before its own, moving staff reports and council comments to the end of meetings. The rearrangement of agendas passed 4 to 1 over the objections of Councilman Harold Kaufman. Kaufman said moving council comments could result in a stifling of ideas, since items cannot be voted on after 11 p.m. without a four-fifths approval of the council.
