The nonprofit Orange Housing Development Corp. will again go before the Planning Commission tonight to try for a permit to build a low-income housing complex at South Hewes Street and East Marmon Avenue.

The agency revised its plans after neighbors and commissioners complained in February that there were too many apartment units for the single-family neighborhood. The group has removed one of the six units, added a play area for children and agreed to fence the site. The units will be rented to families of low or moderate incomes and priority will be given to those who live in the city, according to the terms of a pending agreement with city officials.
