The state Department of Insurance revoked the license of an Orange County insurance broker who allegedly had more complaints filed against him than any other agent in California, regulators said Thursday.

The action means that insurance broker Fred Kiasi, who runs E-Z Insurance Brokerage of Orange, will have just 29 more days to legally operate his business.

Department spokeswoman Dana Spurrier said “numerous people” had filed complaints with the state against Kiasi since he began operating in 1990. She called Kiasi “the king” of alleged offenders, with more complaints filed against him than any other broker operating in the state.

A source in the Insurance Department, speaking on condition of anonymity, said that during the last three years, 80 complaints have been made against Kiasi.

Reached at his office, Kiasi said the ruling came as a surprise and that he had not heard of the decision from the state.

“I’m feeling really shocked right now,” he said, adding that most of the complaints against him were made five years ago and that he had a “very good” service record in the last few years. He said he would appeal the decision.

The withdrawal of his license was made after an administrative law judge found that most of the complaints against Kiasi had merit, Spurrier said.

Among the complaints, Kiasi allegedly failed to actually obtain insurance for a number of clients.
