The new Orange County Airport Alliance met this week and signed off on a preliminary budget and action plan that includes hiring Hill & Knowlton Inc. to continue marshaling support for a commercial airport at the El Toro Marine base.

Newport Beach Mayor Dennis O’Neil, one of five members of the group’s executive board, said the Los Angeles public relations firm will focus on bringing previously untapped groups such as labor, minorities and Democrats into the debate.

The board, chaired by Anaheim Mayor Tom Daly, also agreed to fund studies by the Orange County Business Council that will examine the airport’s effect on property values and the kinds of jobs that would be created. The budget for the first six months of the alliance is $275,000, O’Neil said.
