Consultants working on the West Side Specific Plan presented preliminary concepts to the public this week during a second major planning workshop. Woodie Tescher of EIP Associates presented two basic ideas for revitalization.

The first, called the “Fix-It” plan, proposes creating a pedestrian-friendly area mainly around Placentia Avenue and 19th Street. Tescher described the zone as a three-block area extending along 19th Street from Pomona Avenue to just west of Placentia Avenue. It would be a pedestrian-oriented retail area catering to neighborhood, rather than regional, needs.

The second plan is the “Wholesale” or “Major Changes” plan. Under it, the three-block, pedestrian-friendly area would be enlarged by building three- to four-story mixed-use buildings rather than one- to two-story buildings that would be exclusively retail. A public plaza also would be created.
