COSTA MESA
Residents near the future colored-water treatment facility on Gisler Avenue are pleased with a redesign of the plant that addresses their concerns. Mesa Consolidated Water District is building the facility east of Harbor Boulevard and south of the San Diego Freeway to reduce dependence on expensive imported water. The plant will treat colored ground water, which is slightly tea-colored and suffers from a sulfur-like smell. The plant, which has a preliminary estimated cost of $7 million, is expected to be completed by July 2000. Changes prompted by residents include limiting the height of buildings to 18 feet and moving a liquid oxygen tank to the back of the facility.
