Officials from the city and the police union both claimed victory after last week’s court ruling on the city’s random drug-testing policy. City officials said they won because the judge decided they acted in good faith when they adopted the policy for police last summer. Union officials said they won because the judge is preventing the city from screening officers for drugs at least until the next court hearing, in May.
