Gov. Tommy G. Thompson all but said Monday he will not seek the Republican presidential nomination next year.

He said if his campaign is not over, “it’s on life support.”

Thompson, in his fourth term as governor, said earlier this year that the chances were 50-50 that he would seek the nomination. Since then, he has been gradually backing off that forecast.

“My quest never really started,” he said. “I haven’t done anything to promote my candidacy, and I don’t intend to.”

Thompson, who made his name nationally with welfare and education reforms, called Texas Gov. George W. Bush the “odds-on favorite” to win the nomination and said there is little chance he could mount a challenge.
