City officials last week gave the final go-ahead to a developer who wants to build 44 homes on 16 acres at Bastanchury Road and Eureka Avenue--the site of an old petroleum tank farm, complete with abandoned oil wells. But building houses on what formerly was the region’s most oil-rich land has a price: Officials estimate that clean-up costs could top $1 million before the first construction crew even moves in. City engineer Roy F. Stephenson said remediation of the site will begin about September. Designs for the single-family houses, estimated to range from 10,000 to 23,000 square feet, still have to go through the planning approval process.
