THE SAFETY ZONE: RESTAURANT REPORT

The environmental health division of Orange County’s Health Care Agency performs routine, unannounced inspections of the county’s more than 11,000 restaurants, markets and other food establishments. When conditions violate state law or applicable county and municipal codes, inspectors can issue notices of violation. If inspectors find during an announced recheck that conditions have not been corrected, they can effectively close the business by suspending its health permit. Health permits are reinstated as soon as the situation is corrected. Here is a rundown for April:

* Restaurant: Osaka Japanese Restaurant, 27981 Greenfield Dr., Suite J, Laguna Niguel

Dates closed: April 2-5.

Reasons cited: Mouse infestation.

* Restaurant: Family Supermarket, 5111 W. Edinger Ave., Santa Ana.

Dates closed: April 2. Not reopened as of May 3.

Reasons cited: Lack of power and hot water to the facility.

* Restaurant: Fish and Meat Depot, 10161 Bolsa Ave., Westminster.

Dates closed: April 6-7.

Reasons cited: Cockroach infestation; numerous significant health code violations; major trash disposal problems; structural deficiencies; combining of two adjacent businesses into one facility without appropriate approvals.

* Restaurant: Golden Garden Chinese Food, 816 E. Lincoln Ave., Orange.

Dates closed: April 8-9.

Reasons cited: Massive cockroach infestation in food preparation and storage areas.

* Restaurant: The Health Emporium, 3347 E. Coast Hwy., Corona del Mar.

Dates closed: April 12-13.

Reasons cited: Failure to comply with Notice of Violation; rodent droppings.

* Restaurant: Fry’s Electronics, 3370 E. La Palma Ave., Anaheim.

Dates closed: April 14-15.

Reasons cited: No hot water in entire facility due to water being shut off for plumbing repairs.

* Restaurant: El Tumi Mini Market, 13518 Harbor Blvd., Suite A, Garden Grove.

Dates closed: April 14. On April 21 food service discontinued.

Reasons cited: Operating without a valid health permit.

* Restaurant: Sandwich Delight, 27601 Forbes Rd., Laguna Niguel.

Date closed: April 15. Reopened the same day.

Reasons cited: No hot water.

* Restaurant: Nuevo Sahuayo, 6999 Cerritos Ave., Stanton.

Date closed: April 15. Reopened the same day.

Reasons cited: Heavy cockroach infestation throughout the food preparation areas.

* Restaurant: Oami, 23532 El Toro Rd, Lake Forest.

Date closed: April 15. Reopened the same day.

Reasons cited: Sewage spill from floor sink at the sushi bar area.

* Restaurant: Spoons, 2601 Hotel Terrace Dr., Santa Ana.

Date closed: April 16. Reopened the same day.

Reasons cited: Sewage backup in the kitchen.

* Restaurant: Lima Service (Grocery), 12535 Harbor Blvd., #A, Garden Grove.

Dates closed: April 19. On April 21 food service discontinued.

Reasons cited: Operating without a valid health permit.

* Restaurant: Seafood Bay, 1333 N. Glassell St., Orange.

Date closed: April 21. Reopened the same day.

Reasons cited: Sewage blockage in drain lines caused a backup in the three-compartment sink and dishwasher.

* Restaurant: Dexter’s, 2892 S. Coast Hwy., Laguna Beach.

Dates closed: April 21-22.

Reasons cited: Sewage spill inside entire facility and flowing outside.

* Restaurant: Bale’s Sandwich, 9152 Bolsa Ave., Westminster.

Dates closed: April 21-27.

Reasons cited: No hot water at all sinks; rodent (rat) droppings observed throughout the facility.

* Restaurant: Chinese Wok Express, 28985 Golden Lantern, Laguna Niguel.

Date closed: April 22. Reopened the same day.

Reasons cited: Noncompliance with Notice of Violation.

* Restaurant: Orange Bean Sprouts, 124 N. Sullivan St., Suite F, Santa Ana.

Dates closed: April 28-May 3.

Reasons cited: Extensive rodent infestation in the facility.

* Restaurant: United Artists Movies 4, 1001 Brea Mall, Brea.

Dates closed: April 30. Reopened the same day.

Reasons cited: Extensive rodent infestation to include adulteration of food; numerous rodent droppings in storage and concession areas.
