The City Council on Tuesday unanimously approved restrictions on the feeding of wild birds. The amendment to the city’s bird sanctuary ordinance prohibits residents from feeding birds in large enough numbers or frequencies that would create excessive droppings, a diversion of migratory patterns, unusual or excessive noise and unsanitary conditions.

The city began considering an amendment after neighbors complained that Judy and Ron Simons were feeding flocks of wild ducks in the backyard of their home on Beardsley Circle. Judy Simons said she had stopped feeding the birds before the city considered the amendment. During the Tuesday meeting, she handed the council petitions with comments from neighbors saying that the ordinance was unnecessary and would be difficult to enforce, and that the council blew the situation out of proportion.
