Medical Marijuana

Voters in Maine approved marijuana for medical use (Nov. 3). Three years after California voters mandated a distribution system for marijuana by the state and federal governments, no action has been taken, and legal patients are still being arrested. Do we have to do it all by voter initiative? Anyone home in Sacramento? Gov. Davis?
