Responding to a city ordinance that bars day laborers from soliciting work on the street, a national Latino civil rights group asked the City Council on Tuesday to designate a site where the workers can legally congregate.

“Please perform a study and look into it with an open mind,” said Manny Marroquin, deputy district director of the League of United Latin American Citizens.

Marroquin also asked the council for a 90-day delay in the effective date of the ordinance while the council considers his proposal.
