Medical Disciplinary Actions

The Medical Board of California licenses physicians and other medical professionals. It also investigates medical complaints and issues disciplinary actions. The most serious penalties include license revocation, suspension and probation. These are the Los Angeles County physicians and surgeons subject to serious disciplinary actions between May 1 and July 31, 1999, according to Medical Board documents. Generally final actions are published only after all appeals are exhausted.

Dr. Joseph T. Alfred, Los Angeles: Entered into a loan transaction with a patient knowing that it was a violation of a term of his probation. Five years added to existing seven years’ probation. Effective June 2.

Dr. Jose Sayson Ballesteros, La Mirada: Felony conviction for grand theft for submitting false claims to Medi-Cal for services not provided. License revoked. Effective May 13.

Dr. George Wayman Blakely Jr., Duarte: Failed to comply with diversion treatment program, and violated the terms and conditions of his probation. Revocation of license stayed, license suspended for 30 days, seven years’ probation. Effective May 6.

Dr. Thomas C. Borut, Los Angeles: Charged with taking advantage of a patient and engaging in a sexual relationship with her. No admissions; revocation of license stayed, 35 months’ probation. Effective June 4.

Dr. Larry L. Bosley, Beverly Hills: Charged with acts related to unfair and misleading office practices and false and misleading advertisements. No admissions; one-year suspension of license stayed; five years’ probation. Effective June 4.

Dr. David Alvin Hall, South Pasadena: Failed to adequately supervise an unlicensed person who provided psychiatric treatment to a patient on one occasion. Disciplined via public letter of reprimand.* Effective July 1.

Dr. Richard Clark Harris, Claremont: Failed to adequately document his care and treatment of two patients, and refused to treat and abandoned one of those patients without proper referral to another physician. Disciplined via public letter of reprimand.* Effective July 1.

Dr. Randall P. Hrabko, La Canada: Committed acts of repeated negligence and incompetence in his care and treatment of three patients, and failed to maintain adequate records. Revocation of license stayed, four years’ probation. Effective July 9.

Dr. Rosanna Wadie Iskander, Industry: Engaged in a business and social relationship with a patient. Revocation of license stayed, three years’ probation. Effective July 5.

Dr. Keith E. Kenyon, Van Nuys: Committed acts of negligence in prescribing dangerous drugs and controlled substances to three patients. Revocation of license stayed, three years’ probation. Effective July 26.

Dr. Ma Aye Myint, Alhambra: In her care and treatment of a patient she failed to perform a thorough preoperative history and physical, failed to properly determine the risks of anesthesia based on a preoperative examination, and failed to make an independent decision, as the anesthesiologist, on the best course of anesthesia management by failing to insist on insertion of an endotracheal tube before surgery commenced. One-year revocation of license stayed, two years’ probation. Effective June 7.

Dr. Mark J. Rispler, Hermosa Beach: Committed unprofessional conduct related to his involvement in a consensual intimate relationship with a new patient, and continued to act as her obstetrician and gynecologist after termination of the personal relationship. Disciplined via public letter of reprimand.* Effective July 30.

Dr. Richard K. Saskill, Covina: Mental and physical illness affecting his ability to practice medicine safely, aided and abetted the unlicensed practice of medicine, created false medical records used to bill insurance companies, altered medical records, and false billing to insurance companies. License revoked. Effective May 17.

Dr. Miles E. Stone, San Pedro: Charged with gross negligence in overall management of an asthmatic patient, aiding and abetting the unlicensed practice of medicine, failure to maintain accurate and adequate medical records, and billing for physician services actually rendered by a medical assistant. No admissions; revocation of license stayed, four years’ probation. Effective May 10.

* A lesser form of discipline that can be negotiated for minor violations before or after the filing of formal charges (accusations). The licensee is chastised in the form of a letter that becomes a part of his or her public record.
