With the city’s waste collection and recycling franchise about to change hands, the City Council is asking for a $100,000 insurance policy to make sure the new garbage collectors live up to their end of the agreement.

Last week, council members authorized CR&R; Inc. to assume responsibility for the city’s trash collection service from Solag Disposal Inc., which had a contract with the city until June 2007.

Although CR&R; has assured the city that there will be no changes in cost or the level of service, the city is requiring the company to provide a $100,000 letter of credit in San Clemente’s name to ensure that the company fulfills the existing contract.

Utilities Manager John Bressan said it’s standard procedure for a city to ask for some form of insurance, such as a letter of credit, whenever a service contract changes hands.
