With City Council members Dave Garofalo, Shirley S. Dettloff and Ralph H. Bauer objecting and Pam Julien absent, a proposal to reconsider the council’s earlier decision to hold a special election March 7 failed because of a 3-3 deadlock. The election would decide whether to rezone property on Talbert Avenue near Beach Boulevard from commercial back to residential, which may stop Wal-Mart from building a 150,000-square-foot retail complex there.
