Flower children, take note: You’re welcome again in the British Virgin Islands. This month, lawmakers repealed an order, enacted in the 1980s, that banned hippies and Rastafarians from entering the territory. The law was passed when the 60-island Caribbean chain was a favorite vacation spot for hippies, who residents complained would sleep, drink and have sex on the beaches. . . . Carnival Cruise Lines is beefing up shipboard security. The A-PASS system, which is to be installed on all 14 Carnival ships, employs a card that is a combination room key, boarding pass and shipboard credit card. Installation is to begin by the end of the year. . . . The fourth annual Mum Festival at San Diego Wild Animal Park runs through Nov. 21.
