Hoover Joins ASL Consulting Engineers

* Michael Hoover has joined ASL Consulting Engineers in Irvine as director of water resources. Hoover has focused on water resource management and engineering of major projects throughout the Southwest during his 30-year engineering career.

* Peter W. McKinley has been named to the newly created position of executive vice president of operations and development for Bio-merica Inc. in Newport Beach. McKinley is the former president and chief executive of IntensiCare Corp. in San Diego. He also spent 13 years with FHP Healthcare and was vice president, development, for Talbert Medical Management Corp.

* Joseph J. Rooney has been named vice president of marketing for Cox Communications. He had been vice president of marketing sales and programming for the Orange County system. He will move to the Atlanta headquarters.
