HUNTINGTON BEACH
The City Council plans to redevelop major swaths of downtown, including the 400 and 500 blocks of Pacific Coast Highway, where a multimillion-dollar hotel, retail and restaurant complex has been approved, taking the land through eminent domain.
But a referendum could stop the city from moving forward even if the council, as expected, passes an ordinance reinstating residential eminent domain authority next month. The power expired by law in 1994.
To qualify for a referendum, 10,000 signatures must be gathered within 30 days after the council approves the ordinance.
