Sheriff’s Department Seeks Assistance in Locating 4 Fugitives

The Ventura County Sheriff’s Department is asking the public’s help in locating four people being sought on suspicion of violating probation or failing to appear in court. Arrest warrants were issued in each case.

David Ratliff, 27, allegedly violated his probation on a conviction of harboring a fugitive. His last known address was at the Project Understanding offices on Ventura Avenue in Ventura.

He is white, 5 feet 10, 230 pounds and has brown hair and hazel eyes.

Ryan Fleischer, 18, allegedly violated his probation on a conviction of possessing a dangerous weapon.

He last lived on Hackberry Drive north of Ventura.

Fleischer is white, 5 feet 7, 145 pounds and has blond hair and green eyes. The words “Oak View” are tattooed on his stomach.

Frank Barcellos, 47, allegedly failed to appear in court on charges of drunk driving and being under the influence of a controlled substance, authorities said.

Barcellos last lived in the 15000 block of Los Angeles Avenue in Oxnard. He is Latino, 5 feet 8, 135 pounds and has brown hair and brown eyes.

Richard Houston, 34, allegedly violated his probation on a conviction of possessing a controlled substance. He last lived in the 500 block of Gonzalez Road in Oxnard and last worked at a plumbing company in Riverside.

He is black, 5 feet 7, 180 pounds and has black hair and brown eyes. He has a cross tattooed on his left hand, a Playboy bunny on his right arm and the name “Bridget” on his back.
