Raymond John Weir Jr., 83, a lie detector expert and former chief of security operations for the National Security Agency. A lifelong resident of the nation’s capital, Weir earned a bachelor’s degree from the District of Columbia Teachers College in 1937 and taught science and English in Washington. During World War II, he served in the Army in North Africa and Europe, and was later recruited for the NSA. He served with the agency from 1951 to 1976, gaining particular expertise in the developing polygraph lie-detection device. He served as president of the American Polygraph Assn. and earned an NSA meritorious civilian service award. After retiring from the agency, Weir created and ran Weir Polygraph Service. He conducted thousands of polygraph examinations and testified in several high-profile inquiries including the 1979 financial misconduct trial of then-Sen. Herman E. Talmadge (D-Ga.).
