VENTURA COUNTY PEOPLE

* Kay Runnion has been appointed governmental affairs director for the Ventura County Coastal Assn. of Realtors. Her job will involve monitoring the county Board of Supervisors, city councils and planning commissions on growth-related issues in western Ventura County.

Runnion has 10 years’ experience in governmental and community relations, and she has served as executive officer for a real estate association.

* Total Multimedia in Thousand Oaks, a developer of SoftVideo compression technology, has hired Joe Stratter to head the Investor Relations department. Magnum Financial will be retained by Total Multimedia in a consulting capacity to help develop communication strategies and investor relations materials and to advise the company on trading issues.

Stratter has 30 years’ of data processing, marketing, management and public relations experience.
