The City Council has approved an alternative plan by Newport Beach-based Capital Pacific Holdings Inc. to build 48 residential units on a 14.6-acre site in west Monarch Bay.
The council required the developer to reduce the maximum roof height in the center of the Hillside Village South development from 155 feet to 146.5 feet from sea level.
Capital Pacific Holdings presented its revised 48-unit plan that eliminated three-story units on appeal after the Planning Commission in May rejected, 4-1, a 91-unit proposal.
