Clinton Signs $287.5-Billion Defense Bill

WASHINGTON — President Clinton on Wednesday signed a $287.5-billion defense spending bill despite his objections to cuts in key programs and unnecessary spending on others.
“I have signed this bill because, on balance, it demonstrates our commitment to the military, meets our obligations to the troops, maintains readiness and funds modernization efforts that will ensure our technological edge in the 21st century,” Clinton said in a written statement.
The bill funds defense spending for fiscal year 2001, which begins Oct. 1. It provides $3.2 billion more than Clinton sought, and $17.5 billion more than was appropriated for fiscal 2000. The measure boosts military pay by 3.7% and provides a prescription drug benefit for military retirees older than 65.
