Storm Debby Slowly Gathering Strength

Tropical Storm Debby formed in the western Atlantic, gathering strength gradually as it moved toward the U.S. Virgin Islands and Puerto Rico. The storm could become a hurricane by Tuesday afternoon, said Krissy Williams, a meteorologist at the National Hurricane Center in Miami. “It’s not intensifying as rapidly as expected,” Williams said.
