Senate Rules Committee OKs 2 Nominees to Parole Board

The Senate Rules Committee on Thursday approved two nominees by Gov. Gray Davis to four-year terms on the vacancy-plagued state parole board.

The committee of three Democrats and two Republicans cleared Sharon L. Lawin of La Verne and Alfred R. Angele of Los Angeles for expected confirmation by the full Senate on Monday.

Davis nominated Lawin, a former executive director of the Los Angeles County Professional Peace Officers Assn., in November 1999. Angele, a past executive director of the California Organization of Police and Sheriffs, was selected last December.

The committee, seldom a friendly forum for parole board appointees, endorsed Lawin 5 to 0 and approved Angele 3 to 1.

Nominees can serve without Senate confirmation for one year. Unless the upper chamber approves them Monday, Lawin and Angele must vacate their $91,000-a-year jobs.

At full strength, the Board of Prison Terms consists of nine members and must review the cases of hundreds of life-term prisoners who seek release each year. However, it has been operating for months with only five members, the bare quorum.
