Controversial City Manager Is Reprimanded

The City Council issued a vague reprimand of its city manager on Friday, just days after his handling of a bungled search for a new police chief.

Earlier this week, the council was forced to backpedal and rescind the hiring of a new chief after revelations that he was part of a Los Angeles Police Department spying scandal in the 1980s.

Friday’s press release said council members were “concerned about recent actions” taken by City Manager Glenn Southard. Without specific examples, they said Southard needs to be more sensitive to the community and communicate better with the council.

Southard has drawn widespread criticism in the past year for his handling of the police shooting of Irvin Landrum Jr. The administrator’s most controversial move was naming the two officers who shot the black motorist employees of the year. The U.S. Justice Department is investigating the shooting.
