City officials confirmed their commitment on Tuesday to reduce bacteria counts from a pipe in the Kite Hill subdivision, but admitted the source of pollution may always elude them.

Waste from wild animals in the area is the most likely source--not sewer leaks--since the bacteria count fluctuates, said City Engineer Ken Montgomery. Bacteria counts would remain consistent if the source came from a sewer leak.

Bacteria counts in the storm drain have already changed since December, when the city was issued a cleanup and abatement order of the storm drain by the San Diego Region of the California Regional Water Quality Control Board, Montgomery said.
