* Arthur Andersen, the No. 2 accounting and consulting firm, said it will begin investing in start-up companies, adding to the surge in venture capital flowing to Internet enterprises. Investments will be made through the firm’s management consulting practice, which could make an announcement as early as the end of the month, said spokeswoman Jane Ostrander. The firm would not be more specific on the types of start-ups in which it will invest.
