The Los Angeles City Council gave its final planning approval Friday to a project to build 406 apartments for senior citizens on five acres adjacent to Valley Plaza Park, citing the growing demand for affordable housing in the San Fernando Valley.

Valley Village II is a private development that will receive government tax subsidies so that the rents can be affordable to senior citizens, according to Dale Thrush, a spokesman for Councilman Joel Wachs.

Wachs said the tract map approved Friday is the final planning approval required for the project at the southeast corner of Vanowen Street and Whitsett Avenue.

“This project will enable many seniors from throughout the San Fernando Valley to enjoy a superior quality of life without undue financial sacrifice,” Wachs said.

The $40-million project has been designed to include on-site recreation and community rooms.

The developers of the project are the Foundation for Affordable Housing and the Meta Housing Corp., the same partnership that built 188 units nearby known as Valley Village I.

Thrush said the new project will be built in two phases, with construction to begin in a few weeks.
