From Times Wire Reports

Florida lawmakers passed the second half of a plan to overhaul the way the death penalty is administered, sending the governor a bill to speed up executions. Lawmakers said it will shorten the appeals process and cut the time between death sentences and executions from an average of more than 10 years to five. Executions in Florida have been on hold since October, when the U.S. Supreme Court agreed to review claims that Florida’s electric chair is cruel and unusual punishment.
