The owner of one of the first homes built in the city will appeal to the City Council today to let him develop the land around it so he can raise money to restore the historic structure. The city’s Planning Commission denied Jeffrey Lee’s plan in November, saying it had too many houses crammed next to the Gilbert-Kraemer house on 1.5 acres along Angelina Drive. Members of the city Planning Department have recommended that the City Council also deny Lee’s proposal based on its high density and the historical significance of the site, said Joyce Rosenthal, development services director. “It’s far too many houses for such a small property,” she said. “And that many homes there will compromise [the house’s] historical integrity.”
