Panel to Seek Global Ban on Nuclear Tests

Arriving in the ski resort town of Davos, Switzerland, for the World Economic Forum--a conference of top corporate executives and government officials--Secretary of State Madeleine Albright named former Joint Chiefs of Staff Chairman John Shalikashvili to head a team trying to convince senators that a worldwide ban on nuclear testing is in the best interests of the U.S. But the Clinton administration has no plans to seek another Senate vote on the treaty this year, a State Department spokesman said. The Senate rejected the treaty last year with arguments that safeguards against cheating by other countries were inadequate and that the U.S. had to continue testing to keep its nuclear arsenal up to date.
