The City Council voted 4-0 at a special meeting Friday to award a $550,000 contract to R.J. Noble Co. of Orange to build a parking lot and access roads to the Black Gold Golf Course. Councilwoman Barbara W. Kiley was absent.
The council also authorized city staff to open the bidding process for the clubhouse and maintenance facility. Golf course construction will begin Wednesday.
