New State Policy Fills Summer School

The elimination of social promotions in California schools has jammed summer school programs here, leading some parents to complain the only way their kids can attend class this season is if they failed several subjects.

Some students who have failed one or two classes may have to wait until next year because there’s no room, officials said.

“Because of a lack of space and a lack of facilities we could only take kids that were failing the entire grade,” said Creig Nicks, administrator for the high school summer program.

State lawmakers want kids who do poorly on the Stanford 9 tests to get additional lessons in the summer, but that costs local school officials money. And they’re already wrestling with a shortage of teachers, another problem prompted by the state’s mandate for smaller classrooms.

School officials considered grade-point averages and Stanford 9 test scores in determining who gets into summer school.
