Festival of Arts has submitted plans to city officials for a proposed art facility in the Talega development, one more step in the festival’s plan to leave its 68-year home in Laguna Beach.

The deadline for the plans’ submission was Monday.

Most of the festival’s plans were unveiled at the June 21 City Council meeting. Proposed features for the new festival home include a 3,000-seat, retractable roof amphitheater, a high-end restaurant and plans for a future art institute.

The planning process is scheduled to be completed by February 2001.

Festival of Arts’ lease with Laguna Beach runs out in 2001. Many festival artists are trying to stop a move to San Clemente by calling for a recall election of the festival board.
