Belgrade Accused in Montenegrin’s Death

Rifat Rastoder, a member of the Montenegrin parliament, accused the Yugoslav government of complicity in the slaying of national security advisor Goran Zugic in pro-independence Montenegro. Zugic was shot in the head Wednesday in front of his home in the capital, Podgorica. Zugic, 38, was considered one of Montenegrin President Milo Djukanovic’s most trusted aides. It was the first slaying of a prominent Montenegrin official after a series of high-profile killings in Serbia, the dominant republic of Yugoslavia. Djukanovic called the killing “a terrorist act against democracy in Montenegro.” Djukanovic is at odds with Yugoslav President Slobodan Milosevic, whose power base is in Serbia. Montenegro is seeking autonomy because of Milosevic’s autocratic policies.
