The Planning Commission has approved one of the final steps for Capital Pacific Holdings of Newport Beach to build residential homes at the north end of Capistrano by the Sea.
Citing the developer’s cooperation with city officials over the past year, the commission voted 3 to 0 Wednesday in favor of the plan for 43 single- and two-story homes.
Plans for the 25-acre site, at the north end of the Capistrano by the Sea, also include areas for playing fields and a parking lot for St. Edwards Catholic Church on adjacent property.
