Although the El Toro Water District is not officially part of a proposed marriage between Irvine Ranch and Los Alisos water districts, the merger to alter service is raising concerns in Laguna Woods.

In response, Ron Kennedy, general manager of the El Toro Water District, spoke at this week’s meeting of the Golden Rain Foundation, the governing board for Leisure World, about two possible scenarios brought up by the Local Agency Formation Commission, the state-mandated agency overseeing the consolidation plan.

The first is whether to detach El Toro’s service area in Lake Forest, an area running along the southeastern edge of the city that includes about 30% of El Toro Water District’s customers.

The formation commission also is asking for feedback on the option of bringing the entire nearby El Toro district into the consolidation plan.
