The City Council will hold a public hearing tonight to consider granting a 15-year franchise to Southern California Water Co., which would be responsible for laying pipes and supplying water to the city. At a previous meeting, council members expressed concern about the restoration of streets after they are torn up for repairs and maintenance. City staff has since required that the water supplier be financially responsible for the restoration of damaged streets.
