He’ll oversee all U.S. stock and options market trading, surveillance and disciplinary issues. . . . Election jitters in Mexico continue to pound the peso, which fell to 10.05 per dollar Monday, down from 9.94 Friday and the weakest since February, 1999. But Mexican stocks rallied anyway: The IPC index rose 2.7% to 6,599.34.
