The Planning Commission on Monday unanimously approved a three-story, 132-unit senior citizen’s apartment complex on West Lincoln Avenue. The commission had previously approved the project, but when council members indicated their intention to appeal that decision, the developer, Pacific National Development, altered the design. The new design includes plans for taking over the Madrid Motel on West Lincoln Avenue.
